This talk deals with (global-in-time) Strichartz estimates for Schrödinger equations with potentialsdecaying at infinity. The case when the potential decays sufficientlyfast has been extensively studied in the last three decades. However,it has remained mostly unknown for slowly decaying potentials in whichcase the standard perturbation argument does not work. We insteademploy several techniques from long-range scattering theory andmicrolocal/semiclassical analysis, and prove Strichartz estimates for aclass of positive potentials decaying arbitrarily slowly. A typicalexample is the positive Coulomb potential in three space dimensions. Asan application, we also obtain a modified scattering type result forthe final state problem of the nonlinear Schrödinger equations withlong-range nonlinearity and potential. We will show that, when the rank of the vector bundle is small compared to the dimension of the manifold, ergodicity can be completely characterized in geometric terms -- a certain connection admits no holonomy reduction. The proof combines classical hyperbolic dynamics, harmonic analysis, and, more surprisingly, real algebraic geometry (classification of polynomial maps between sphere). Let also G be a reductive group scheme over X. Semistability for G-torsors can be defined by several ways that depend on assumptions on k and G. These approaches are both well defined and equivalent when k is of characteristic zero. In this talk I will explain in which generalities it is possible to extend some of these approaches to the positive characteristic framework and compare them. This requires to investigate whether some well known results in representation theory in characteristic zero still hold true in characteristic p > 0. More specifically, an analogous statement of a theorem of Morozov (which classifies, in characteristic 0, parabolic subalgebras of the Lie algebra of a reductive group by means of their nilradical) is a cornerstone of all this unification attempt.In the first part of the talk, I will provide an overview of the geometric content and emphasizethe role of parabolic subgroups in all this theory of semistability. Soundararajan has proved non-vanishing for a positive proportion of quadratic characters. Over function fields Li has discovered that Chowla\'s conjecture fails for infinitely many distinct quadratic characters. However, on the basis of the Katz--Sarnak heuristics, it is still widely believed that one should have non-vanishing for 100% of the characters in natural families (such as the family of quadratic characters). Works of Bui--Florea, David--Florea--Lalin, Ellenberg--Li--Shusterman, among others, provided evidence giving a positive proportion of non-vanishing in several such families. Classical theory tells us that in such situations we should balance program length with training error, in which case we can compete with any (unknown) program with sample complexity proportional to the length of the program. But in the spirit of recent work on benign overfitting, we ignore this wisdom and insist on zero training error even in noisy situations.
